Minutes of Fairview City Planning Commission Meetings, Thursday, April 5, 2018
Minutes of Fairview City Planning Commission Meeting held on Thursday, April 5, 2018, at 7:30 p.m. at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.
Chair Alyson Lee called the meeting to order at 7:31 p.m. Commission members present were Alyson Lee, Evelyn Morris, Dave McFarland, Kyle Durrant, and Shauna Rawlinson. Councilmember Bob St. Jacques and City Employees Dave Taylor and Jan Anderson along with citizen Leon Day were also present.
The invocation was offered by Kyle Durrant.
Approval of Minutes.
Commission Member Shauna Rawlinson moved to approve the minutes from Thursday, March 1, 2018. Commission Member Evelyn Morris seconded the motion. The voting was unanimous in favor of.
Appearances.
Leon Day, Scott Elder Lot Split, Approximately 127 West 400 North. Leon came to represent Scott Elder. On 100 West 385 North he has a log home. He would like to split his property into two parcels. Parcel one is 90’ x 135’ and parcel two is 146.52’ x 135’. The Commission had no problem with the lot split. It meets the square footage and the 90-foot frontage requirement. Commission Member Dave McFarland moved the lot split on to City Council for their approval. Commission Member Kyle Durrant seconded the motion. The voting was unanimous in favor of.
Topic of Discussion.
Public Information Handout Assignment Discussion. Reviewed assignments. The Commission was asked to review what they had or didn’t have and to summarize and simplify so that booklet is user friendly and not burdensome. Will again review next month.
Discussion of Real Estate Sign on 137 North State. The trailer has been moved and the sign that has been placed there meets the sign requirements for a four-foot by eight-foot sign.
Discussion on Industrial Zone and Commercial Zone. Leon Day has approached the City regarding annexation. In the current book zoning book, we do not address industrial zone(s). Business/commercial is addressed. We have discussed previously and decided we did not want industrial in the City. After some thought in the office, north of the Sanpitch River may be a good area to have an all-zone and then south of the Sanpitch designate as commercial. Leon is wanting to annex but does not want to if the City will not consider putting in an industrial zone. He would just stay in the county. As a City, we can spot zone. It is time to move on and identify some places in our buffer zone. What kind of industrial plan does the Commission foresee. Leon explained his plan. He wants to put in a small cast concrete batch plant. Most of the work would be seasonable. He eventually would like to build a building depending how the business takes off. He has 4.6 acres. He needs to keep .5 for the house. Cannot grow too big because he would have to acquire more land. A pre-cast plant does not draw much traffic. Not near the traffic or trucking as a ready mix. He was asked if he would have the same towers as Christensen’s– have one silo–may get two. He figures ten-yards would be a big day. Ten yards is like 20-tons a day or one big truck a day. He was asked about traffic. The road is governed by UDOT. The plant will be accessed off Day Lane. If the plant were to increase production, then a turn lane would have to be added. It was asked if this would affect school age children get on and off the bus. It should not. The Commission discussed the importance of putting in place an industrial zone. Because the City is small, and there is limited area available for commercial and industrial, spot zoning may be an option. Some people may not like the idea of having an industrial area along highway 89 because it takes away from the view coming into town. It was suggested to have a commercial/mixed zone. The pre-cast plant could function under a conditional-use permit. The Commission is in favor of looking into pursuing an industrial area. If the Commission decides to do just an industrial zone, a list will need to be put together of industrial businesses they would allow. Alyson will look at mixed zoning and come up with definition(s).
