City Council Minutes July 12, 2018
Minutes of Fairview City Council Meeting, held Thursday, July 12, 2018, at 7:30 p.m. at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.
Mayor David Taylor called the meeting to order at 7:30 p.m. Council members present were KaeLyn Sorensen, Cliff Wheeler, Bob St Jacques, Casey Anderson, and Mike Jarman City employees present were Cade Wright, Jeremy Wright, Justin Jackson, Greg Sorensen, and Jan Anderson. Citizens were Leon Day, Roman and Erma Lee Aaron, Susan Fullmer, Jared Livingston, Rae Lohmeyer, Debbie Stavros, Andy Stavros, and Makay Schlappi.

APPEARANCES/COMMUNICATIONS:
Susan Fullmer – Waive Fee for Use of Dance Hall, October 24th, Story Teller Kim Weitkamp. Two years ago, Mrs. Fullmer used the dance hall and had great success with a storytelling event. She would like to try again. She would like to have the fee waived. Other people are donating their time and resources, and it is for the public. Use just the main hall. Councilman Cliff Wheeler moved to waive the fee of the dance hall for storytelling event October 24th. Councilman Bob St. Jacques seconded the motion. The voting was unanimous in favor of.
REPORTS/ACTIONS ITEMS – BOARDS/COMMITTEES/STAFF/OFFICERS:
Planning Commission.
Jared Livingston, Car Wash Approval, Corner of Canyon Road and Milburn Road. Mr. Livingston met with the Planning Commission and presented the idea of installing a car wash. He will work with UDOT and with City Employee Justin Jackson with the water quality going into sewer system. There is a need for a car wash in Fairview and this location is perfect spot for a car wash. It will not be a small one. It will accommodate RVs– all types. It will be good quality. It will look very nice. Layout is being programed by a company and waiting for that to come back. There will be no building structure(s) by fence lines. No issue of runoff with neighboring properties. Councilman Bob St. Jacques moved to accept the concept of the proposed carwash as presented by Jared Livingston. Councilman Casey Anderson asked– what are we really approving. Jared stated he was waiting for his engineers to finish the drawings. Councilwoman KaeLyn Sorensen seconded the motion. No vote was taken. Motion did not pass. Need more information and plot plan. Put on next month’s agenda.
Sewer & Water Department.
Well Update. Results came back on the water from the well. Pathogens are negative. Turn well on tomorrow, it is running 80 gallons a minute. The heads were raised so the wear and tear on the screens should be minimal. They rebuilt the shroud. The circulation of the water is better, so the pump will not over heat. Will run 24/7 for a couple of weeks to fine tune the numbers. This is a better long-term investment. With the lower flow rate, the pump should last five- to ten years. The cost to repair should be around $30,000. Can lift water restrictions but ask residents to slowly increase their water consumption. It takes three days to fill the tank.
Sewer Reuse Update by State. A resolution will need to be created stating where the City will send the reuse water to. The deadline for the reuse is 2020. An extension has been filed but not heard back yet. This resolution is the next step before moving forward with the cost analysis by the engineers.
Water Meter Purchase Update. When Mr. Ludvigson was here last month, he mentioned that there should be some grant money, but one of the grants expired last month, the other ends this month. Mayor Taylor stated that because of the time restraints there is not enough time to apply for grants. There may be another grant available with Water Resources. Asking the Council to proceed as discussed in budget meeting with the City setting aside $30,000 as a loan payment instead of putting $30,000 in for meter purchases. Should be able to purchase and install the rest of the auto read meters for around $127,000. The loan will be for $150,000 with annual payments of $30,000 due on July 31stof each year. The length of the loan will be for 5.5 years. The City employees can install most of the meters. There are a few where a contractor will need to come in and install those few that are too deep. The City would be able budget $30,000 for six or seven years. Cache Valley Bank will carry loan. It would be a great benefit to the City to have everyone on auto read meters. The City has an increase in revenues with what meters have already been in place. If there is a leak it can be detected sooner than later. Councilman Bob St. Jacques asked if he was proposing taking out a loan. Yes, a loan for $150,000 which will come out of the water budget. It was asked how long it would take to put the meters in. Around 80 percent this fall. Is there information on the loan? Asking for $150,000. The additional money is for labor. Councilman Casey Anderson moved to proceed with the meter purchase. Councilman Mike Jarman seconded the motion. The voting was unanimous in favor of. Mayor Taylor with contact Cache Valley bank. Also, Mayor Taylor will sign for the loan on behalf of Fairview City.
Power Department
Substation Update. City Employee Greg Sorensen undated the Council on activity within the department. The substation project is to the point that if something happened, we could have it charged by tomorrow, but with the 24th celebration, we will wait until after things slow down a bit. The plan to energize should only take four hours. Want to put in a bushing to protect it from the animals. All the connections are done, a total of 86 terminations. Just set the last point on the corner going into the rodeo grounds. Also, we have done a few homes with primary extensions, done upgrades on 46-line, trimmed trees. It is our plan to feed two separate feeds into town. It will take two to three years to get that accomplished
Police Department
24thof July Parade Traffic Flow. City Employee Jeremy Wright stated that the parade route will end on 300 South turn west and end at the church parking lot. Detours– 400 East to Canyon Road, southbound on 200 West out Osmond lane. Using barriers from Mt. Pleasant to direct traffic.
Will not be able to go from 300 South 100 East to highway they will have to go to 400 East. Parents can pick up kids up at church parking lot. Traffic control for the horse parade will be the same as last year. Councilman Anderson asked about an emergency plan for the parade. The ambulance will be stationed at Miller’s. There will be EMT personnel on 4-wheelers on both ends of town.
Parking at Events. The entrance on 85 East has been moved north 40 feet. This is just passed the Kevin Anderson home. Then handicap and participant parking will be directed in parking by ticket stand. The new entrance will be 30 feet south of house on 200 East.
Chief Wright was invited to a meeting with the sheriff’s office to meet with Attorney General Sean Reyes. He came and spoke about the stance President Donald Trump is taking with the Opioid crises. How can we help rural America, this is where the highest problem with opioids are? There are 57 people out of 100,000 in Price and 22 in 100,000 in Sanpete County. Utah is number seven in the nation. Attorney Reyes is looking to get drop-off boxes for all towns in Sanpete County. There is an opioid state-wide conference in Salt Lake where they will have a moving night where Attorney Reyes will be there with educating our kids and parents.
24thof July Update/Discussion. The softball tournament was moved to the Mt Pleasant complex because of the grass situation. This coming Saturday are the golf, volleyball, horseshoe, and basketball tournaments. Not many teams have signed up. Next year need to address the golf tournament. The City is paying for advertisement and shirts and not getting any kick back from it. The idol will charge for entries. Next year may consider doing Fairview’s Got Talent. This would get more participation. Icebreaker was moved up to the elementary school because of the grass situation. Kid’s rodeo is all in line still in need of animals. ATV ride all handled. Horse parade is on track. Rodeo on track. Note to Council: Mini bulls have been added to the rodeo. A new sign advertising the rodeo has been made, cost $75. Can be used year after year. The Fun Run is ready, The Scrambalooza begins the 24that 7:30 a.m. Gerald Peahl has access to cars if anyone wants to drive in the derby. Was approached by a young girl in town who has a big Betsy flag who would like to bring it for the opening of the derby. Need 50 volunteers and 10- to 15-kids to help hold it up. Monday morning the July 23rd at 7:00 a.m. Big Buddha from Channel 13 will be here in conjunction with the Heritage Art walk. He will do a live broadcast. Chairs for parade– come up with policy maybe the night before put chairs out.
Auditor Proposal Approval. Councilman Casey Anderson asked why there is a built-in raise. With the proposal. Discussion ensued. Larson came back with a new proposal. The general audit fee is $9,000 for the first year and then increases $300 every year up to 2014. Casey Anderson stated that there is a saving with Kimball and Roberts. Any other recommendations. Councilman Cliff Wheeler moved to continue with Larsons with the new proposal of $9,000. Councilman Bob St. Jacques seconded the motion. The voting in favor of went– Cliff Wheeler, KaeLyn Sorensen, and Bob St. Jacques. Opposing the motion– Casey Anderson and Mike Jarman. Motion passed.
Water Shortage Response Plan Discussion. Councilman Cliff Wheeler stated that a concerned citizen mentioned that people are filling water jugs up at the convenience store and hauling them off. He talked to Mayor Taylor and Chief Jeremy Wright, and Jeremy came up with an emergency plan. It defines what an emergency plan is and enforcement. Something to look at. Also, may want to consider a fee. People are using more water than the City has. Read through this. Review next month and schedule a public hearing in September.
Discussion on Cemetery Opening and Closing Grave and Headstone Discussion. Councilman Casey Anderson handed the Mayor and Council a copy of Ephraim City Cemetery Statement of Policy. May want to consider something like this for Fairview. Look into this and may want to consider addressing increase fees. Also, Councilman Cliff Wheeler would like to evaluate the Cemetery, there a few things that need to be raised. There are a few graves that have never had a headstone placed. Maybe there is someway to address this, by ordinance. May want to put a stipulation together that headstones/marker must be placed within the year. May want to look at what Mt. Pleasant and Manti has in place. Suggest that this be tabled and come back with a game plan.
Road Project Update. Most of the roads east of State Street have been chipped. Tomorrow Staker Parson is coming back to finish roads and aprons. They will review when they come back in the fall to do fog top and sweep.
Art ????Fund Update. The first month, the City started collected on the recreation/art tax was $9.1 Last month it was $843. The committee can now be created so they can apply for grant money.
INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES:
Resolution No. 2018-15R; A Resolution Approving and Authorizing A Lease for New Police Vehicle with Horsepower Fleet Leasing, LLC. The cost to lease is $2,000 a year up to 34,000 miles. Can extend for two years. Councilman Cliff Wheeler moved to approve Resolution 2018-15R. Councilman Bob St. Jacques seconded the motion. The voting was unanimous in favor of.

COUNCIL REPORTS:
Mayor David Taylor – General City Business Update. Associated Foods donated a pallet of water to the fire department.
Councilman Cliff Wheeler thanked the fire dept for their quick response to the fire on Highway 89. Big Buddha at the request of the museum and heritage art walk will be in Fairview Monday, July 23rdto do a live broadcast for Fox 13. There is a reception that same Monday from 3 p.m. to 5 p.m. start on Monday 23rd. Lace days starts Monday the 16th. Invite all to come and participate.
Councilman Bob St. Jacques stated that the Planning Commission is holding public hearing August 2ndfor input on definitions on light industrial zone county definitions.
