City Council Minutes December 20, 2018

Minutes of Fairview City Council Meeting held on Thursday, December 20, 2018, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.

Mayor of Dave Taylor called the meeting to order at 6:00 p.m.  Council Members present were KaeLyn Sorensen, Bob St. Jacques, Cliff Wheeler, Casey Anderson, and Sean Rawlinson

City Employees present were Jeremy Wright, Garrett Sorensen, and Jan Anderson.  Citizens present were Janice Taylor, Jody Wright, Lori St. Jacques, and Shandi Sorensen.

The invocation and Pledge of Allegiance was offered by Bob St. Jacques.

APPROVAL OF MINUTES:

Councilman Casey Anderson moved to accept the minutes from the work meeting held on November 15, 2018. Councilman Cliff Wheeler seconded the motion, the voting was unanimous in favor of.  Councilman Cliff Wheeler moved to accept the minutes from November 15, 2018.  Councilwoman Kaelyn Sorensen Seconded the motion.  The voting was unanimous in favor of.

REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICERS:

Approval Policy #2018-04; A Policy Designating Positions that are Eligible to Exempt from Retirement Benefits.  Those position include merit employees–  Mayor and City Council Members, City Recorder/Clerk, City Treasurer, Police Chief, and City Planner.  Councilman Cliff Wheeler moved to approve Policy No. 2018-04.  Councilman Bob St. Jacques seconded the motion.  The voting was unanimous in favor of.

Local Consent Approval for Utah Department of Alcoholic Beverage Control Licensing & Compliance Section for Richard L. Miller Enterprises, Inc. Those persons who are applying for an “Off Premise Beer License” from the Utah Department of Alcoholic Beverage Control must receive local consent from their city or county where the business is located in.  Councilman Bob St. Jacques moved to grant consent to the issuance of a state off-premise beer retailer license for Richard L. Miller Enterprises, Inc.  Councilman Cliff Wheeler seconded the motion.  The voting was unanimous in favor of.

Approval of 2019 Meeting Schedule.  City Council meetings will be held every third Thursday beginning at 7:30 p.m.  Planning Commission meetings will be held every first Thursday beginning at 7:30 p.m.  The municipal building authority will meet when deemed necessary on the third Thursday of the month at 7:30 p.m.  Councilman Casey Anderson moved to approve the meeting schedules as presented.  Councilwoman KaeLyn Sorensen seconded the motion.  The voting was unanimous in favor of.

Mayor Dave Taylorhas asked Councilman Sean Rawlinson to be Fairview City’s representative on the ambulance committee.  Which Councilman Rawlinson accepted.

APPROVAL OF VOUCHERS:

Councilman Casey Anderson moved to approve the vouchers from November 14, 2018 to

December 17, 2018.  Councilman Sean Rawlinson seconded the motion.  The voting was unanimous in favor of.
