City Council Minutes January 9, 2019

Minutes of Fairview City Special Council Meeting held on Wednesday, January 7, 2019, at 8:15 p.m. at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.

Mayor Dave Taylor called the meeting to order at 8:18 p.m.  Councilmembers present were Cliff Wheeler, Casey, Anderson, Bob St. Jacques, and Sean Rawlinson.  Councilwoman Kaelyn Sorensen was absent.  Jan Anderson, City Recorder along with Suzanne Dean and Angela Thompson were present.

Councilman Bob St. Jacques offered the invocation and led the Pledge of Allegiance.

The purpose of the meeting was to review and discuss proposals received from Horrocks Engineering, Jones and DeMille Engineering, and Frandson Civil Engineering for the redeveloping of four culinary spring lines, replacing 13,500 feet of spring transmission line and replacing three river crossings.

At the previous Council meeting, the Council approved the proceedings of putting out a bid to the five engineering companies who showed interest in working on the upgrading of the spring line, etc.  Three engineers showed more interest than the others—Horrocks Engineering, Jones and DeMille Engineering, and Frandson Civil Engineering (note: there is emergency grant money available through the Federal government).  All three were close in their figures other than Jones and DeMille came back with another alternative to fixing well #four which lowered their cost to under a million dollars.

Mayor Taylor went over the proposals with the Council where there was open discussion.  Mayor Taylor would like to have the grant application submitted by February 8th, and by the first of March, the City should know whether they received the grant money.  If the City does not get the grant, the project will not go forward.  The City would also like to approach the Department of Drinking Water for a $18,000 matching grant for preliminary engineering studies.  The work will not be started until late summer early fall depending on when the water stops running down the creek.  With this project, the water capacity will increase one cubic foot. If able to fill an eight-inch pipe full of water, then both wells would not have to pump water, spring water is free water.  There are two other springs that have not been tapped into yet.  These two springs have not been addressed in the proposals.

It was stated that these are all estimates.  The cost of the project could change, so if the City gets one grant and not the other, does the City have a contingency plan where to find the other money and how much.  There are options, can go to CIB or Rural Development for a two percent loan or Rural Development.

This project is separate from the sewer reuse project which is mandated by state regulations and does not include the 50-year master water plan.

It was stated that the three proposals have similar points yet different. It was suggested to invite the three engineering firms to come and meet with the Council to present their proposals. The proposals are not making sense in comparing them to get to a number.  There is a big spread between the three.  Mayor Taylor stated that he had contact them, but they had not responded. The Council released that they are under a time crunch.

The Council would have liked to have Employee Justin Jackson present but, due to the unforeseen water break, realize he could make the meeting.  Mayor Taylor would like the Council to proceed forward with a motion to proceed in applying for the grant money.

Councilman Casey Anderson stated that he was not prepared to vote tonight. He was under the impression that the Council would discuss and then evaluate them and vote next Thursday night at Council meeting.  Would like to have Justin at least present before making a motion.

This item will be brought back next week at the January 17thcouncil meeting.  Meeting adjourned at 9:04by motion made by Sean Rawlinson with the second by Councilman Bob St. Jacques.  Motion carried.
