City Council Minutes January 17, 2019
Minutes of Fairview City Council Meeting held on Thursday, January 17, 2019, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.
Mayor Dave Taylor called the meeting to order at 7:33 p.m. Councilmembers present were Cliff Wheeler, Casey Anderson, Kaelyn Sorensen, Bob St. Jacques, and Sean Rawlinson. Citizens present were Ramon and Erma Lee Aaron, Tyler Faddis, and Angela Thompson. Employees present were Jeremy Wright, Greg Sorensen, Logan Ludvigson, Justin Jackson, and Jan Anderson.
APPROVAL OF MINUTES:
Councilman Cliff Wheeler moved to approve the minutes from December 20, 2012. Councilwoman Kaelyn Sorensen seconded the motion. The voting was unanimous in favor of. REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICERS:
Planning Commission
Planning Commission Chair and Co-Chair Approval. Councilman Bob St. Jacques made the motion for the Council to approve Alyson Lee as the new Planning Commission Chair and Kyle Durrant as the Co-Chair. Councilman Casey Anderson seconded the motion, and the voting was unanimous in favor of.
Recommendation of New Planning Commission Member – Evelyn Morris Stepped Down.
Councilman Bob St. Jacques asked the Council to support him the extending an invitation to serve on the Planning Commission to Linda Miller. She had put her name out there for the vacant council position. Discussion ensured that it would be a good idea to put out to the public that there is a vacancy in the Planning Commission and see what response is received. This could be included in the questionnaire. It was agreed to wait a couple of months to see what response is received to feel the vacancy.
Approval to More Forward on Pursuing Funding for the Spring Line Water Upgrade Project. The Mayor had Employee Justin Jackson come up and enlighten them on the three proposals received from Horrocks Engineering, Jones and DeMille Engineering, and Frandsen Civil Engineers. He stated that it came down to trust. All three are capable of taking on the project. Mayor Taylor stated that he met with Six County and the Governor’s office has money to help with the plan. It is a 50/50. If we pursue the city will be the first in the State. The City can use this money to offset the spring-line project. The City can apply, and, then when money is released, the City will be ready to use it. If the City wants to do more than the grant, there is money out there. It was asked if the Council would like to pursue this option with the State (yes). Justin also mentioned that the City can refinance the current loans. Council still not sure on what they wanted to do. After some discussion, Councilman Casey Anderson moved to have Horrocks Engineering proceed with funding for the Spring Line Water Upgrade project. Councilman Sean Rawlinson seconded the motion. The voting was unanimous in favor of.
Creation of Enterprise Tax Zone Discussion. Back in 2009, the Enterprise Zone renewal came up, and the City decided not to proceed with the renewal. At that time, it was decided that it did not benefit any businesses in town. After Mayor Taylor met with Six-County, Mayor Taylor would like to pursue the Enterprise Zone again. The Enterprise zone will allow eligible business to claim tax credits as an incentive to relocate. The Mayor would like to propose that all of Fairview City be included in the zone. Will hold a public hearing next month of the Enterprise Zone. Councilman Casey Anderson moved to proceed in reapplying for designation of an Enterprise Zone with the State of Utah Governor’s Office of Economic Development. Councilwoman Kaelyn Sorensen seconded the motion. The voting was unanimous in favor of.
Approval to Proceed in Codifying City Code. City Recorder Jan Anderson has visited with Rob Rollins from Sterling Codifiers. They organize what codes and ordinances the City has in place and will create a newly organized codebook. They also maintain and update the codebook as ordinances are created. The estimated cost without looking at what ordinances and codes the City have in place is between $3,000 to $7,000. Councilman Bob St. Jacques moved to proceed with Sterling Codifiers and update the City Codes. Councilman Sean Rawlinson seconded the motion. The voting was unanimous in favor of.
24thof July Update. Councilman Sean Rawlinson stated that he had talked with a few of the committee members, and they are meeting next month to confirm dates.
Election Discussion – Continue with Mail-in Ballots. The County Recorder Sandy Neill is wanting to know if the City wants them to continue helping with the mail-in ballots for the upcoming election. The cost to Fairview City would be approximately $600. This year, she would like to have help counting the ballots. There are three 4-year council terms and one 2-year term up for election. Councilman Bob St. Jacques moved to continue having Sanpete County help with the election (mail-in ballots). Councilman Cliff Wheeler seconded the motion. The voting was unanimous in favor of.
INTRODUCTION AND ADOPTION OF POLICIES, RESOLUTIONS AND ORDINANCES:
Resolution No. 2019-01R; A Resolution Amending Resolution No. 2014-09R and Resolution 2015-10R; This Resolution Allows Fairview City Employee(s) the Choice of Fairview City Managing their Cell Phone Account or the Option to manage their Own Cell phone account with a $50 a Month Reimbursement. Tabled for more review.
COUNCIL REPORTS:
Mayor David Taylor – General City Business. In March would like to amend the budget.
Councilman Cliff Wheeler thanked the City workers for their hard work in fixing the major water break up in Fairview Heights. Some of the residences were without water for a couple of days. There is a new ambulance president, Brian Bench from Moroni. They have good volunteers and hope to continue running out of Fairview.
Councilman Casey Anderson updated the Council that the Navajo Tribal Authority is in the process of developing a possible solar power project. They have reached out to UAMPS, and its members to see if there might be interest in purchasing power from this project. It would be a big help in developing some jobs down there on the reservation. It is just now in the exploratory phase of developing out the idea.
With all the new power upgrade projects that the Fairview City power department has been working on in the past few years, it might be a good idea to have an open house to show the citizens and public from surrounding communities the hard work and project accomplishments. Specifically, our new substation and meter structure. We need to consider finding a date in the summer sometime that might work to do this. Possibly a Saturday in late June or July?
Councilwoman Kaelyn Sorensen stated that she appreciated all the city workers do.
Councilman Bob St. Jacques stated that the Corner Station is expanding their seating. They are remodeling the co-op to create more seating. There will not be a farmer’s market this summer. The Chocolate Festival is February 8thand 9th.
