City Council Minutes November 19, 2019

Minutes of Fairview City Council Meeting held on Tuesday, November 19, 2019, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.

Mayor David Taylor called the meeting to order at 7:32p.m. Councilmembers present were Cliff Wheeler, Bob St. Jacques, Casey Anderson, and Sean Rawlinson. Councilwoman KaeLyn Sorensen was absent. City Employees present were Jeremy Wright, Justin Jackson, Greg Sorensen, Logan Ludvigson, and Jan Anderson. Citizens present were Janice Taylor, Erma Lee Aaron, Mike MacKay, Shawna Rawlinson, and Jon Haderlie, CPA.

Councilman Bob St. Jacques offered the invocation and led the Pledge of Allegiance.

APPROVAL OF MINUTES:

Councilman Bob St. Jacques moved to approve the minutes from October 17, 2019. Councilman Cliff Wheeler seconded the motion. The voting was unanimous in favor of.

APPEARANCES:

Dave Fullmer, Use of Dance Hall for Fund Raiser Concert. A fundraiser concert for Eric and Claudia Fossum has been planned. The Fairview Museum is sponsoring this event. A long with the concert, there will be an art action and bake sale. Mr. Fullmer has scheduled the dance hall for December 16th. He came to ask the Council to waive the fee. He will bring sound and lights. Councilman Sean Rawlinson moved to allow the museum to use the dance hall without fees. Councilman Casey Anderson seconded the motion. Larson & Company, PC, Annual Audit Report for Fiscal Year Ending June 30, 2019. Jon

Haderlie reported on the fiscal year ending June 30, 2019, audit. He went over the management letter, bond compliance, and financial report along with the findings. The City was found to be in good standings. The results from the Auditor’s test disclosed no instance of noncompliance that is required to be reported under government auditing standards. The general purposed financial statements are in conformity with accounting principles generally accepting in the United States. There were three findings which were deficit fund balance in the sewer fund; bond compliance; and budgetary compliance. Note:  Audit reports are available at the office for review

Councilman Bob St. Jacques moved to accept the canvass result from the November 2019 elections. Councilman Casey Anderson seconded the motion. The voting was unanimous in favor of.

Electrical Base Rate Study Discussion Continuation. This discussion is a continuation from the previous meetings. The main questions are–  when was the last time a study was done, a long time ago if then; where is the money going to come from, the City has some savings with UAMPS, this money can be used; and what is the cost, $14,000 for the electrical, $10,000 for water and $10,000 for sewer. It was the consensus from the Council that it is better to be proactive then retroactive. Mayor Dave Taylor had some concern with the sewer reuse project and the water project.  The study may be premature for those two departments. City Employee Logan Ludvigson stated that Rural Water will do the study for the water department for free. It is part of the City’s yearly membership dues. Mayor Taylor suggested that this be postponed until April to get a better idea of what is going to happen in the sewer and water departments and then put it in next year’s budget. Councilman Anderson stated that this discussion has been ongoing for the past few months and does not want to put it off again. Councilman Sean Rawlinson moved to go forward with the study but have Rural Water go ahead and do the study for the water, and then get the money from UAMP to do the electrical and sewer study. Utility Truck Lease Discussion. Mayor Dave Taylor would like to have the City Council support him in leasing utility vehicles every year. Will put the current utility trucks (sewer/water and power) out for bid to sell. The money received will be put towards the lease(s). The lease will be yearly at $3,000 with no more than 38,000 miles on each vehicle. The City will take care of the oil changes. Councilman Casey Anderson moved to explore the utility truck(s) lease for July 2020. Councilman Sean Rawlinson seconded the motion. The voting was unanimous in favor of.

Information on Fire Restriction by Sanpete County. Sanpete County received a letter from the State of Utah asking that Sanpete County along with seven other counties put a moratorium in place on outside burning until more storms come this way. Fairview Chief Nathan Miner will be the only one who could permit a fire.

Santa’s Christmas Party and Employee Christmas Party Date and Time. Santa is coming

December 9th at the dance hall. Mayor Dave Taylor has put together a small Christmas light show that will be displayed next to the dance hall. The light show will start the 9th and end the first of January. The music can be heard over a speaker there by the dance hall or on FM 87.5. The employee Christmas party will be held December 19th right after council meeting. Meeting will start at 6 p.m.

Review and Approve Year 2020 City Council Meeting Dates. Councilman Casey Anderson moved to accept the City Council meeting dates for the year 2020 (third Thursday of every money). Councilman Sean Rawlinson seconded the motion. The voting was unanimous in favor of.
