City Council Meeting Minutes July 16, 2020
Minutes of the Fairview City Council Meeting held on Thursday, July 16, 2020, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.
Mayor Dave Taylor called the meeting to order at 7:32 p.m. City Council Members present were Mike MacKay, Casey Anderson, Cliff Wheeler, Brad Welch, and Matt Sorensen at 7:35 p.m. City employees present were Steve Gray, Justin Jackson, Jan Anderson, Logan Ludvigson, and Greg Sorensen. Citizen Monica Hendry was present via phone.
APPROVAL OF MINUTES
Councilman Mike MacKay moved to approve the minutes from June 18, 2020. Councilman Brad Welch seconded the motion. The voting was unanimous in favor of.
REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICERS:
RV Dump Station Discussion. Fairview has seen an influx of people coming down to spend time on the mountain. Many of the people on their way home are stopping to empty the waste from their RVs they are stopping at both convenient stores. This is causing some extended expense to the City. More sludge is having to be pressed. There is no water exchange. The City charges both stores for the water that is used. It is more of an honor system, not all people go in and get the key. It has been observed that the key is being handed to the next one in line. Concentration of solids are the issue. Usage at home is 99 percent straight water, trailers use a lot less water. This plugs up the filters and microorganisms are unable to do the job. In the past, sludge was pressed weekly, now it is being pressed two to three times a week.
Councilman Matt Sorensen asked if opening a dump station is something the City would want to consider. The issue is controlling. The City can manage with an annual or monthly RV dump charge which would be added to the utility bill of those businesses who have RV dump facilities. It was mentioned that this is more of an enforcement issue. Councilman Casey Anderson stated he had a concern with public safety. With the volume of vehicles lined up to dump, they are clogging the intersection of Highway 6 and Milburn Road. The Council would like to have more data for next meeting to be able to formulate an informed solution.
Water/Sewer Department
Spring Line Update. City Employee Justin Jackson briefed the Council on where the City stands on the Sewer System Management Plan (SSMP). The goal is to do a full review of all the pipe within ten years. Found a new company that will camera sewer lines and will be able to go through and do the whole town in five years. The cost is $55 per linear foot. This will help save money. DEQ has approved this new technic. Grease traps will be allowed if they stay clean. So far, they are doing their part. At the plant, the roof repair is underway, they are now insulating the plant, hoping the lift will arrive shortly, wanting to use the boom to replace the lights over the basins. Wanting to install new LED lights.
There are BFD problems at the plant with the electrical motors. Not able to find a solution. They are obsolete. When installed, the guidelines were not followed. They are heating up and blowing themselves apart. To replace the BFD, the cost is anywhere from $6,000 to $14,000. There are three of them.
Waiting results from the lab. When they come back, the spring line will be turned back into the system. Need to come up with a name for the spring so that it can be identified. The proposed name is Bear Bottom Spring.
24th of July Update. Mayor Dave Taylor met with Kerry Coates and assessed the situation regarding fireworks. The road will be blocked by the ball fields. Scott Mower will disc the weeds to the east and to the north. A music display will be broadcast over 87.9 F.M. Sponsors will be announced during the broadcast. A non-City drag main event has been announced for 7 p.m. At 5 p.m. Ciara Church and a group of horse riders will ride their horses through town displaying the American flag.
INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES:
Resolution No. 2020-11R; A Resolution Approving and Authorizing the Implementation of Personnel Policies and Procedures Manual. Informed I have problem we want to address and table unto next month. State code referencing pertains to 1 and 2 cities. A lot of stuff at will not pertain to us. brad will get with him on rewrites of the statutes. May want to make modifications on the old instead of this new one. Casey
Resolution No. 2020-12R: A Resolution Amending Resolution No. 2005-03R. Amending the Fee for Opening and Closing a Grave. Councilman Brad Welch moved to approve Resolution No. 2020-12R; A resolution increasing the opening of closing grave fee from $200 to $300 during the week and from $300 to $400 on the weekend. Councilman Matt Sorensen seconded the motion. The voting was unanimous in favor of.
Resolution No. 2020-13R; A Resolution Adopting the American Public Works Association (APWA) Utah Chapter. This resolution allows the City to have in place standards of construction plans for city infrastructure. The City will need to maintain a list of exclusions. As a member of the APWA, the City will have access to training. It includes electronic copies. Membership fee is $400 a year. Councilman Matt Sorensen moved to adopt Resolution No. 2020-13R. Councilman Brad Welch moved to go into executive session at 8:42 p.m. to discussion a possible litigation matter. Councilman Casey Anderson seconded the motion. The voting for were: Cliff Wheeler, Matt Sorensen, Mike MacKay, Brad Welch, and Casey Anderson.
Council meeting reconvened at 9:00 p.m. where Mayor Dave Taylor received direction from the City Council to contact City Attorney, Richard Chamberlain, to cancel contract with Horrocks Engineering.
