City Council Meeting Minutes October 15, 2020
Minutes of the Fairview City Council Meeting held on Thursday, October 15, 2020, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.
Mayor Dave Taylor called the meeting to order at 7:30 p.m. City Council members present were Cliff Wheeler, Matt Sorensen, Brad Welch, Mike MacKay, and Casey Anderson. City employees Justin Jackson, Greg Sorensen, and Jan Anderson and citizens Erma Lee Hansen and Rhett Wilkinson from the Messenger were also present.
The invocation and Pledge of Allegiance was offered by Councilman Casey Anderson
APPROVAL OF MINUTES:
Councilman Mike MacKay moved to approve the minutes from September 17, 2020 with an addition to be made under Ron Cox, Frontage Variance Request to read …a two-foot variance on the frontage. He split his property and sold the existing home prior to the request for the variance. Councilman Mike Sorensen seconded the motion. The voting was unanimous in favor of.
REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICERS:
Follow up Discussion on Future Road Development. Councilmen Casey Anderson and Councilman Matt Sorensen measured eight different roads in town. Did not find any road the was the same. Some were wider and some were narrow. They concluded that 65 feet is more than the City needs based on what they were looking at. This is a lot of space which becomes Fairview City property. Discussed having four feet for the shoulder and right-of-way for utilities. The Council agreed that the roads should be 55 to 65 feet. Mayor Dave Taylor will talk with Staker Parsons and get their advice. He will also contact Darrel Ludlow.
Urban Deer Program Application. The Council received a copy of the application. Clarification was wanted on a few questions on the application. A discussion ensued regarding a lethal hunt versus a non-lethal hunt. Choose both non-lethal and lethal. If unable to choose both, then go with lethal. A reasonable estimate on the population is 60 to 70. Put 65. Go with 15 deer within the period.
Power Department Update. Power meters are all changed out. Have replaced two poles on the 46 line. Would like to have two more poles in another two weeks replaced. Working on the Thorpe subdivision—set junction boxes and transformer until homes go in. There is a four-home subdivision on Hilltop. They are asking for a power line extension. Will go overhead across highway 89 and go underground from there. There are a lot of homes with temporary power service. With the new help, a lot of little projects have been completed. It was asked about the transformers Mt. Pleasant City borrowed. They are in the process of finding a replacement. If they decide to purchase the transformer, another transformer will need to be found for the City. One that will match the current transformer.
Cement for the salt shed was poured. The shed itself, will be ordered shortly. Poles for the second feeder have been ordered. Will wait until school ends to change over. A few trees have been trimmed on the 46 line. Looking into the budget for tree trimming. Need to have a few trees trimmed.
Schedule Training with Rural Community Consultants. Training was set with Mike Hansen from Rural Community Consultants for the 5th of November at 7:30 p.m. with the Planning Commission. It will be held in conjunction with Planning Commission meeting.
INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES:
Ordinance No. 2020-03; An Ordinance Creating a General Policy for Control Backflow and Cross Connections to Protect the Public Drinking Water Supply. Employee Justin Jackson reviewed the Ordinance with the Council. Recommended a couple of changes– education and isolation. The State is pushing isolation. Most residents do not know how many cross connections they have. Purchased some hose bibs and will sell them to residents. Discussed a few minor changes to be made in the ordinance.
Discussed plumbing official. The official must have a certificate. Mayor Dave Taylor has visited with Keith Williams. He is a local plumber. He would need to get the certificate. Justin will contact the building inspector– when building a new home, this should be part of reviewing the plans. The inspector may qualify as the plumbing official. The City will need to keep on file their current license.
Councilman Brad Welch moved to approve the ordinance as amended. Councilman Casey Anderson seconded the motion. The voting in favor was: Cliff Wheeler, Casey Anderson, Brad Welch, Matt Sorensen, and Mike MacKay.
MAYOR REPORTS:
Mayor Dave Taylor – General City Business Update. Encouraged all to be careful with the coronavirus. Hoping that the County can be moved down to the next level. The spread is increasing in families and extended families now that school has started. The Halloween parade will be Friday, October 30, at 12:30 p.m. Santa Claus is planning on coming to Fairview Monday, November 30.
