City Council Meeting Minutes December 17, 2020

Minutes of Fairview City Council Meeting held on Thursday, December 17, 2020, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.

Mayor David Taylor called the meeting to order at 7:30   p.m. City Council Members present were Brad Welch, Casey Anderson per bridge call, Matt Sorensen, Mike MacKay, and Cliff Wheeler, City employees present were Steve Gray and Jan Anderson. Citizens present were Erma Lee Hansen, Rhett Wilkinson from the Messenger, Debbie Nielsen, and Kristin Grasteit. Citizens present via bridge call were Cindy Glad and Heidi Johnson.

The Invocation and Pledge of Allegiance was offered by Councilman Matt Sorensen.

APPROVAL OF MINUTES:

Councilman Cliff Wheeler moved to approve the minutes from November 19, 2020. Councilman Mike MacKay seconded the motion. The voting was unanimous in favor of.

APPEARANCES:

Kristen Grasteit – Miss Fairview Pageant Discussion. Prior to this meeting, Kristen met with Mayor Dave Taylor and asked if it would be possible to use the prior year royalty for the current year, and not hold a pageant because of COVID. At the time, the Mayor said yes. After some thought, the Mayor contacted Councilman Brad Welch for input if a pageant could be held. The idea came that they could possibly hold the pageant via zoom. The Mayor asked that Kristen come and meet with the Council to discuss the possibility of holding the pageant. After some discussion, the Council agreed to have the pageant. After more conversation, Kristen recited some of her concerns regarding holding the pageant. If one of the contestants came down with COVID, then the other girls would have to quarantine. Concern with the judges, asking for donations, not comfortable with recruiting girls during the pandemic. It was agreed to postpone the pageant for this year. Councilman Welch will look into the budget to get an idea if there is money in the budget to give to the royalty for their additional service to the City this year.

Councilman Welch mentioned that July 24th is on a Friday this year. The derby committee have new changes, it is exciting. Add new events to get groups involved. Councilman Welch was asked if he could put together some potential dates for the 24th of July.

REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICERS:

Planning Commission

Heidi Johnson – Home-Occupation Permit (HOP), Heidi’s Hair & Wax Chalet, 146 East 100 North. Heidi met with the Planning Commission. All requirements were met. They recommended approval. Councilman Brad Welch moved to approve the HOP for Heidi Johnson. Councilman Mike MacKay seconded the motion. The voting was unanimous in favor of.

Cynthia Glad – HOP Approval, Muddy Pants Pottery, 385 North 200 West. Cynthia met with the Planning Commission. Make and sales pottery. She also plans on teaching classes. All requirements were met. They recommended approval. Councilman Brad Welch moved to approve the HOP for Cynthia Glad (Muddy Pants). Councilman Matt Sorensen seconded the motion. The voting was unanimous in favor of.   

Approval of New Planning Commission Member. Councilman Cliff Wheeler presented the name of Gilbert Dewolf as a new member of the Planning Commission. Councilman Brad Welch moved to accept Gilbert Dewolf as a member of the Planning Commission. Councilman Matt Sorensen seconded the motion. The voting was unanimous in favor of. 

Christmas Lighting Contest Winners. The winners are Jared Livingston – first, LeeR Sorensen -second, and Kenny and Brook Cox – third. Congratulations

Update on Sewer Reuse Project. Mayor Taylor met with Jones and DeMille Engineering. Seeking alternative ways to utilize the reuse water other than going to the cemetery. There is an option of crossing Highway 89 and putting in a pond. There are three options. He is looking for the one that is more economical for the City.

MAYOR REPORTS

Mayor David Taylor – General City Business Update. The Council was given year dates for council meetings. A new air purifier was purchased. It will help take germs out of the air. It circulates the air in the office and is picked up by the vents and circulated through out the city hall. The concrete for the salt shed is in. More sand has been ordered. The sewer line to the rest rooms at the sports park is dug. The pump will be put on hold. Delco Western will come down and install and energize the pump. The tile in the woman’s restroom is almost finished. Randy Dowland had back surgery so not sure when the men’s restroom will be finished.

Councilman Brad Welch moved to approve the vouchers from November 20, 2020 to December 15, 2020. Councilman Casey Anderson seconded the motion. The voting was unanimous in favor of.
