Minutes of Fairview City Council Work Meeting, January 11, 2022
Minutes of Fairview City Council work meeting held on Tuesday, January 11, 2022, at 7:00 p.m. at 85 South State Street, City of Fairview, County of Sanpete, State of Utah. Council Members present were Shirlene Rasmussen, Mike MacKay, Matt Sorensen, and Casey Anderson. City employees present were Cameron Thompson, Steve Gray, and Jan Anderson. Citizen Thor Grasteit was also present.
Mayor Brad Welch called the meeting to order at 7:31
The purpose of the meeting was to have discussion regarding city manager duties and review budget and discuss possibility of hiring an additional police officer
City Manager Cameron Thompson presented a revised budget document he prepared to the Mayor and the Council. There is money available in the budget to hire another officer. Would be able to hire in February and stay within the current budget. There was discussion on refinancing some of the bonds in the water and sewer departments. A decision is needed on which way the Council wants the City to pursue. Reviewed the City’s budget standing halfway through the year. ARPA money can be used into 2024. The Council was encouraged to monitor the monthly budget reports.
Discussed the police officer position. The City and County are changing. The need is getting more and more recognizable for more officer(s). Crime is not standing still. The best results would be to find someone with experience. One who is looking to be placed in a supervisor/sergeant position for this position. The City is equipped with a vehicle and some equipment.
The Council received a few copies of city manager ordinances that other cities throughout the State have. Old ordinance was also reviewed. There was some discrepancy in the word supervise with the Council. Councilman Mike Mackay had gone through the ordinance and make some changes and presented it to the Council. Mayor Brad Welch will meet with the department heads and go over the word supervisor. The Council would also like to update the classification portion of the ordinance and add advocate and other wording which Councilman Mackay presented. The resolution will be presented at next council meeting.
