City Council Meeting Minutes, Apr 28, 2022

Minutes of Fairview City Council Meeting held on Thursday, April 28, 2022, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah. Mayor Brad Welch called the meeting to order at 7:30 p.m. Councilmembers present were Mike MacKay, Shirlene Rasmussen, Jim Cheney, Matt Sorensen, and Casey Anderson. City Employees present were Cameron Thompson, Jan Justin, Kacey, Young, Steve Gray, and Greg Sorensen. Citizens present were Erma Lee Hansen, Steven Clark from the Sanpete Messenger, Shane and Natalie Thompson, Debbie Nielsen, and Thor Grasteit, and Jared Livingston.

The invocation and pledge of allegiance was offered by City Recorder Jan Anderson

 APPROVAL OF MINUTES:

Councilman Matt Sorensen moved to approve the minutes from March 22, 22022. Councilman Mike MacKay seconded the motion. The voting was unanimous in favor of. 

APPEARANCES:

Jared Livingston – Big Pine Expansion Discussion. Jared came before the Council to give the City Council an opportunity to review his plans for the expansion of his business, Big Pine Sports. The goal is to start the coming week with demolition of the trailer park on the corner of Canyon Road and Milburn Road. Conversation was very upbeat. It will be a great asset to the City.

Thor Grasteit – Float Discussion. In 2017, the float was rebuilt or redone. The colors, etc. have stayed the same. An upgrade is needed, would like to change the color and flowers. With the lack of storing the float properly, and with travel, it has been hard on the float. The subfloor needs to be worked on. Mr. Grasteit is willing to donate his time to repair the subfloor. The bare minimum to upgrade the float would be $350 to $500. That would be just to replace the flowers and the names. To do it right, it would be around $1,200. After some discussion, Jared Livingston offered to waive the storage fee for a couple of months. With others who offered donations, the float will be able to be upgraded.  

REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICER:

Planning Commission

General Plan approval. Councilmember Matt Sorensen moved to adopt the General Plan as presented. Councilman Casey Anderson seconded the motion. The voting was unanimous in favor of.

Cemetery Maintenance Discussion. With the cemetery located on the hill west of town, it is a full-time job to keep it looking nice. Bids received on lawn keep came back high. The cost for weed treatment for lawn fuel, bare ground, weed, gophers, etc. came back at $18,712. Due to the high cost of maintaining the grounds, the employees offered to help with the mowing of the cemetery. Fridays would be the set day. No response was received on the summer position. The flags and poles need to be replaced due to the wind. There has been a couple of people who have offered to help with the 

flags/poles. The cost for the replacement of the poles is $3,000 which does not include installation and cement. The Council offered to help install the poles.   

Power Department Upgrade. Employee Greg Sorensen handed copies of employee Kacey Young’s apprentice hours. He will be taking his 2nd step test in June. He has one more year before he will be finished with school.  Finished school year. The following are activities and/or projects the power department have been working on: primary extension out Milburn; pulled all the wire in on 2nd feeder and all poles set; a portion of wire has been pulled, 800 feet of overhead still to pull then the 2nd feeder will be done; and working on the junction boxes that feed the bathrooms at the sports park hopefully will be done by July 24th. Projects in the wind are another primary extension in Milburn; 35 acres wanting to be developed on Day Lane, finishing of the Sawmill subdivision. The 2nd transformer is working and can be switched over when needed. 

Annual Sewer Report Approval. Asking for approval on the 2021 fiscal year physical wastewater plant report. There are 626 connections. Have been able to complete the 10-year program of sewer line inspections. There were no significant findings. Some pipes need to be cleaned. Councilman Jim Cheney moved to accept the annual sewer report as present. Councilman Matt Sorensen seconded the motion. The voting was unanimous in favor of. 

Note: Brandon Scott was hired as the new water/sewer assistant. His first day was April 19th. He is originally from Provo and is living in Indianola. 

State Street Flower Discussion. It was asked again if the Mayor/Council were in favor of ordering flowers for main street as the City has done in the past. They were in favor of continuing with the flowers up to $800. An invite was extended to the Council and anyone who would like to help with planting the flowers.

24th of July Discussion. City Manager Cameron Thompson is working on putting together a webpage for the events. The events will be the same as last year with the main celebration held on Saturday, July 23rd

City Manager Update. The hope is to have the baseball field scraped and the hauling of the topsoil done shortly. Trying to decide what to do with the scaped soil. The hope with annexation is to have approve in a couple of months. North Bend would like to install the kitchen floor in the dance hall as part of their give back to the City. It was suggested that the chair room floor be redone also. It currently just has a subfloor. This would free up funds for the budget. Learned that the fire district may be willing to help with the cost of repair on the fire truck(s). The GIS program is amazing. The water system has been added. A zoning map has been created and linked on the website. An upgrade personnel book is in the works. Will have ready shortly for the Council to review. Working on a power-rate study. 

A rate increase is likely to happen with the cost of power increase along with the usage. There is a volunteer who is interested in forming dirt piles in the undeveloped area of the sports park for a place to ride motorcycles. 

INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES:

Ordinance No. 2022-03; An Ordinance Amending Ordinance No. 2008, Fairview City Zoning Ordinance “And Use Ordinance of Fairview City” Dated November 3, 2008, Part B, Chapter 17, “Animal Control Ordinance” Changing Animal Control Ordinance to Animal Standards and Moving the Control Back to the Code of Revised Ordinances of Fairview City.  Councilman Matt Sorensen moved to approve Ordinance No. 2022-03; Changing Animal Control Ordinance to Animal Standards and moving the control back to the code of Revised Ordinance of Fairview City. Councilman Casey Anderson seconded the motion. The voting was unanimous in favor of.  

MAYOR AND COUNCIL REPORTS:
Mayor Brad Welch – General City Business. Mayor Welch briefed the Council on his visit to Washington DC where he talked with many senators about water and secondary water issues. His visit was very advantageous. He suggested that the Council become familiar with ESG which stands for environmental, social, and governance. ESG criteria is basically a credit score–  factors to evaluate companies and countries on how far advanced they are with sustainability. When the City refinanced their water sewer bonds, the City received an ESG score which led to the lower than expended credit score. Mayor Welch will send out the credit report to the Council. He encouraged the Council to reach out to our senators and congressmen in regard to receiving help for infrastructure within the City and surrounding area.  

Council Reports

Councilman Matt Sorensen. The park restrooms will be opened when the opening lock is up and done. This lock was made possible by a private donor who will pay for the labor. This lock mechanism is just for the sports park. The restroom for the Iven Cox Park will continue to be done by hand.  

Councilman Casey Anderson asked if both cats and dogs are licensed–  no just dogs. The league conference offered valuable information for future ideas for the City.

Councilman Mike MacKay moved to approve the vouchers from March 22, 2022, to 

April 26, 2022. Councilwoman Shirlene Rasmussen seconded the motion. The voting was unanimous in favor of.
