City Council Meeting Minutes, Nov 17, 2022

Minutes of Fairview City Council Meeting held on Thursday November 17, 2022, at 85 South State Street, county of Sanpete, State of Utah. Mayor Brad Welch called the meeting to order at 7:30 p.m. Councilmember present were Shirlene Rasmussen, Mike MacKay, Casey Anderson, Matt Sorensen and Jim Cheney. City employees present were City Manager Cameron Thompson, Steve Gray, Logan Ludvigson, and Justin Jackson. Citizens present were Jonathan Benson, Carlie Larsen, Ermalee Hansen, Drew Guger (Horrocks), Dave Dillmon (Horrocks), Tammy Cox, Ronald Cox, Cliff Wheeler, Ryan Cox, Galina Cox, Alyssa Cox, Lacey Cox, Taylor Thompson, Brecklyn Thompson, Natalie Thompson, Preston Cox, Allynne Mower, Sherry Jarman, Joe Gray.

The Invocation and Pledge of Allegiance was offered by Councilman Mike MacKay.

APPROVAL OF MINUTES:

Councilmember Matt Sorensen moved to approve the minutes from September 15, 2022. Councilmember Shirleen Rasmussen seconded the motion. The voting was unanimous in favor of.

APPEARANCES:

Brad Welch presented Ron Cox with the Shining Star Award.  Poem was written by Hazel Anderson and read at the time of the presentation.

Carlie Larsen PTA Secretary from Fairview Elementary School asked to have the Peterson Dance Hall Fee waived for the student art display for February 7, 2022. This is a fund-raising project to raise money for playground equipment.

REPORTS/ACTIONS ITEMS-BROAD/COMMITTEES/STAFF/OFFICERS

A: Planning Commission

The Planning Commission recommended Lindsey Barker to be an alternate member of the planning commission. Councilmember Mike Mackay moved to approve this motion and Councilmember Matt Sorensen seconded. Voting was unanimous in favor of.

B: Police Department

Chief of Police Steve Gray announced that Officer Logan Ludvigson has now completed his training. There have been 106 agency assist calls that Fairview police have helped with. In October we assisted Mt Pleasant with 10 calls, Sanpete County with 11 and UHP with 3. Arrest total on criminal traffic violations, these are a result of traffic stops and have become a physical arrest. There have been 20 with 20 arrests. Traffic citations have gone up from last year. There have been 563 calls so far this year, 30 calls higher than last. This year so far there have been 77 arrests, last year it was 55 arrests. Police department received a grant for $3600.00 for equipment and used it for upgrading firearms. 

Fairview Police Department is in charge of Shop with Cops this year on December 3rd. They need volunteers to help at 6:30 in the morning on December 3rd in Ephraim. It is funded by grants and donations; letters will be sent out next week to local businesses. 

Chief Gray said he received the DUI shift grants and they are ongoing.

NOVA (Nurturing Opportunity Values Accountability) is like the DARE program at Fairview Elementary School. NOVA graduation is December, date not set. Chief Gray requests any councilmembers to attend.

Chief Gray received a call from a reporter from KSL requesting response times for 911 calls. When they are on duty it is less than 5 minutes and off duty it is 10 minutes. Chief Gray expectations are 12 minutes.

Chief Gray read a letter to Officer Logan Ludvigson regarding his performance with nothing but praise. Officer Ludvigson last firearms qualification he shot a 246 out of 250. Chief Gray awarded him 2 pins, one for service for marksmanship and the other for citizen citation. 

C: Water/Sewer Update

Justin Jackson Sewer and Water Supervisor, had a meeting for the water reuse bidders. They had 21 contractors show up. None were from Fairview. Bids open December 6th.

Follow up from last month, truck has been purchased and flat bed installed and we are utilizing it. Justine is starting the process to engineer the water project that will include new springs, water line and water storage tank. The engineering is not to exceed $160,000. Water department is requesting approval for 30% of the $160,000. This will allow Horrocks to complete engineering so Fairview can move forward applying for grants.

Councilmember Matt Sorensen motion to approve the Water Task Order #14 for 2023-2024 and Councilmember Jim Cheney seconded. Motion passed unanimous all-in favor of.

Drew Guger from Horrocks answered questions regarding water project.

D: Councilmember Jim Cheney

Wintertime is the best time to do the crack sealing. Councilmember Jim Cheney and City Manager Cameron Thompson have the assignment to follow up on the crack sealing.

E: City Manager Update

Kitchen floor and chair storage at the Peterson Dance Hall have been replaced. Dance Hall needs maintenance work done. The rate to rent the Dance Hall has not increased since 2013. The rate is now $150.00 a day plus $50.00 for the kitchen. Cameron is going to be doing a comparison on other venues and make a recommendation for the next meeting.

The ice rink was delivered on November 17 and is going to be set up in the north parking lot. Councilmembers discussed operating hours; no decision was made. Cameron is in discussions with a skate rental company.

Bulk water sales continue to climb. It is time consuming and disruptive for city employees. No decision was made. Suggestion was made to increase fill charge.

Text citizens for emergencies. Cameron didn’t get a very good response from other cities. Richfield had only hundred people sign up for this service.

City Manager, Cameron Thompson submitted a grant for power transmission line replacement. He submitted another grant for impact study of tourism. Justin Jackson said we are at the second stage of another grant for water reuse.

INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES

Resolution No. 2022-09R: A resolution of the Fairview City Council in increasing monthly power rates for Fairview city power services in order to meet increase demand to supply power, make monthly obligation to acquire power, and improve the current power system. Motion to approve Resolution No. 2022-9R was made by City Councilmember Casey Anderson and City Councilmember Matt Sorenson seconded the motion. MAYOR AND CITY COUNCIL REPORTS

City Council Meeting at 6:30 on December 15th follow by Christmas party at 7:00 at the Corner Station.

Councilmember Casey Anderson reported a tree branch fell at the lower cemetery from the big wind storm. The tree is completely hollow and rotted. Need to discuss removal of the old trees at the cemetery and if going to plant new ones or have no trees at all.

Power update. UAMPS six power projects are behind schedule. One was shut down completely. Nebo not running. Two solar projects have supply problems. CFPP project has had sufficient cist increase, bulk power rates are increasing substantially.  UAMPS is getting a new CEO, Mason Baker.

Councilmember Shirleen Rasmussen reported that Fairview Museum needs donations for more trees and wreaths. Letters to Santa box will be in place Monday after Thanksgiving. Santa comes Monday December 5th at the City Hall parking lot. It will again be a drive through visit.
