City Council Meeting Minutes, Jan 19, 2023
Minutes of Fairview City Council Meeting held Thursday, January 19, 2023, at 7:30 p.m. at 85 South State Street, County of Sanpete, State of Utah. Mayor Brad Welch called the meeting to order at 7:30 p.m. Councilmembers present Shirlene Rasmussen, Mike MacKay, Matt Sorensen, Casey Anderson, and Jim Cheney. City employees present were Cameron Thompson, Steve Gray, Greg Sorensen, and Jan Anderson. Citizens present Erma Lee Hansen, Steve Clark, Sanpete Messenger, Alisha Sorensen, Nathan Kent and Jill Nelson, and Richard and Billie Jo Cox.
Councilman Mike MacKay offered the invocation and led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Councilman Casey Anderson stated that on the last page of the public hearing minutes, it said it was a power issue, please change to all “utilities”. Councilman Casey Anderson moved to approve minutes from November 29th and December 15th of 2022 with noted change. Councilman Matt Sorensen seconded the motion. The voting was unanimous in favor of.
APPEARANCES:
Jill Colby, Cycle Sanpete Introduction. Not present, City Manager Cameron Thompson stated she along with a few others are trying to get a bike lane along Highway 89.
REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICERS:
Planning Commission
Road Cut Review and Discussion. The Council received the proposed Street Cut/excavation permit, they were asked to review and bring concerns back to Councilman Mike MacKay who will forward on to Planning Commission. Councilman Mike MacKay wanted to make sure the bond amount was sufficient for contractors who will be cutting into the roads.
Reapprove Planning Commission Chair and Co-Chair. Each year the Planning Commission proposes to the Mayor and Fairview City Council their recommendation for Chair and Vice Chair. It was their suggestion that Jason Mardell continue as Chair and Davis Glad as Vice Chair. Councilman Mike MacKay moved to accept Jason Mardell as Chair of the Planning Commission with Davis Glad as Vice Chair. Councilwoman Shirlene Rasmussen seconded the motion. The voting was unanimous in favor of.
Budget Update. The budget is in pretty good shape despite the number of unexpected expenses.
Spring Cleanup Date. Date May 6th.
City Manager Updates. The northeast corner of the basement had water coming in through the door. The basement stair drain is not adequate. Need to come up with a plan, may consider a covering in the alley between the Dance Hall and City Hall. The following projects large and small need to be tackled: Iven Cox park– fence needs to be repaired, spring rider replaced, picnic tables and bathroom lock timers need to be purchased; Dance Hall—women’s bathroom heater needs to be replaced, ceiling light wiring needs to be redone, chair room floor and kitchen faucet needs to be replaced and gutter needs to be repaired; ballfield– need to establish parking lot, continue work on infield skin, backstops, and dugout, need to remove concession stand, move old backstop and batting cage, add trees and picnic tables; sports park– need to pave parking lot, need picnic tables, remove dinosaur dig, repair fence, grass or fill needed, get plan(s) finalized so the City can go out for funding; Keller arena– repair and upgraded needed, not ADA compliant, concession stand, bleachers, and bathrooms need upgrade; and welcome sign– design and implement landscape. The City was not successful in its application for a grant to pay for the transmission line, the selection committee felt the project didn’t have a large enough economic impact. No reply was received from any of the law firms who received the request for proposal (RFP). Hoping to have the ice skating up and going this weekend. Skyline Mountain Resort called and asked if they could take care of the 24th of July golf tournament along with other donors. The job notice for City Recorder closed, Employee Kasey Young put in his resignation. Need to plan for summer help. The one-ton truck should be ready next week, and the sewer plant is being ran by hand, hoping to have it up and running in three to four weeks.

MAYOR AND COUNCIL REPORTS:
Mayor Brad Welch – General City Business. The consensus of the City Council was to proceed with another public hearing on the annexation after the Mayor reviewed the numbers from the protests received from the prior public hearing. The public hearing will be held Tuesday, February 21, 2023, at 7:30 p.m.
Mayor Welch ran by the Council the selling of alcohol during the events of the 24th of July activities down at the Keller arena. The current ordinance will need to be reviewed and updated. Discussion of this issue will be on the next City Council meeting agenda. The Sanpete Food Bank will be the recipient from the raffle/derby heat.
Thanks to the City employees for their help with removal of snow.
Councilman Matt Sorensen updated the Council regarding the issues that happened at the sewer plant. Many hours have been spent keeping it running. A power glitch caused a major PLC failure. Thanks to the employees for all their time and effort in keeping the plant up and going.
Councilman Casey Anderson reminded the Council or invited them to the UAMPS regional meeting on January 23rd.
Councilwoman Shirlene Rasmussen thanked Employee Greg Sorensen for his help with the lightening issue.

Councilman Casey Anderson moved to approve the vouchers from December 15, 2022, to January 17, 2023. Councilman Matt Sorensen seconded the motion. The voting was unanimous in favor
