Mr. MacKay Moved to approve the meeting minutes as presented. Ms. Rasmussen Seconded the motion. The motion passed unanimously.
APPEARANCES
Tim Bingham – Bridging History Project
Mr. Bingham appeared before the Council and updated them on the progress of his Fairview history preservation project. He showed the Council recently discovered maps showing the location of historic fort Fairview and detailed other previously unknown information he has come across. Mr. Bingham concluded by asking the City Council for help distributing information about his project and asked for further community participation.
YLA – City Facilities Usage
Two Youth Leaders of America organizers came before the City Council and expressed how they would like to hold a service day where they help to beautify the grounds around the City Senior Center. Mayor Welch stated they should contact the new buildings and grounds manager, Brandon Ulibarri about organizing this.
REPORTS / ACTION ITEMS
Annual Sewer Report Review
Mr. Jackson detailed the annual sewer report and review. He went over hydraulic capacity, new connections, and stated the Council must decide whether or not to adopt the report.
Mr. St. Jacques moved to adopt the annual sewer report and review. Mr. Anderson seconded the motion. The motion passed unanimously.
Odde Hansen and Chief Steve Gray – School Resource Officers for North Sanpete School District
Mr. Hansen and Chief Gray came before the Council to inform them on the current situation of school resource officers within Sanpete County. They then asked Fairview City for $20,000 to help fund two full-time school resource officers for North Sanpete School district. Mr. Hansen closed the presentation by detailed potential ways additional school resource officers could benefit the community.
Mayor Welch expressed how the city is unsure of the amount they are able to donate and stated they will look into adding a line item for this purpose on next fiscal year’s budget.
City Facility Usage / North Bend Entertainers Contract
The City Council discussed the free / discounted usage they are currently allowing. They then went over the minimum cost per day to upkeep and run these facilities.
Mr. Welch stated he had met with Randy Dowland, the president of North Bend Entertainers and discussed the contract which they currently hold with the city. He stated Randy is drafting up a next agreement and they will review it at the next Council meeting.
Park Rental Requirements and Scheduling
Ms. Rasmussen expressed concerns on the scheduling of the pavilion east of city hall during the summer. The City Council asked staff to prepare a policy limiting non-reserved group sizes.
Spring Clean-Up Date
The City Council decided to hold the 2024 Spring Clean-Up on May 4th, 2024.
INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES
Ordinance – Power Standards
Mr. MacKay moved to approve the Power Standards Ordinance. Mr. Cheney seconded the motion. The motion passed unanimously.
Resolution – Firm Power Supply Prepay
Mr. Anderson moved to approve the Firm Power Supply Prepay resolution as presented. Mr. St. Jacques seconded the motion. The motion passed unanimously.
MAYOR AND COUNCIL REPORTS
The City Council updated each other and residents on upcoming activities and other general administrative items.
APPROVAL OF VOUCHERS
Ms. Rasmussen moved to approve the vouchers as presented. Mr. Anderson seconded the motion. The motion passed unanimously.
ADJOURNMENT TO AN EXECUTIVE SESSION
Ms. Cheney moved to adjourn to an executive session. Ms. Rasmussen seconded the motion. The motion passed unanimously.
