CONDUCTING: Mayor Brad Welch 

ELECTED OFFICIALS: Jim Cheney, Mike MacKay, Casey Anderson, and Robert St. Jacques.        

ABSENT: Shirlene Rasmussen

STAFF: Logan Ludvigson; Police Chief, Nathan Nelson; City Recorder, Brandon Ulibarri; Buildings and Grounds Department Manager, Greg Sorensen; Power Department Superintendent, Garrett Sorensen; Power Department lineman. 

CALL TO ORDER

INVOCATION / PLEDGE OF ALLEGEINCE – Mike MacKay

APPROVAL OF MEETING MINUTES 

  • April 18, 2024 Meeting Minutes 

Mr. MacKay Moved to approve the meeting minutes as presented. Mr. Anderson Seconded the motion. The motion passed unanimously. 

APPEARANCES

Hilary Thompson – YLA Pioneer Days Volunteering

A representative from the Youth Leaders of America (YLA) appeared before the Council and expressed thanks to the Council for letting YLA use city facilities. The representative stated YLA has been expected to help reimburse the city for their facility usage by helping with the Pioneer Days celebration. The representative then asked what was expected of them. 

Mayor Welch stated each council member is in charge of a different aspect of the celebration, so the easiest way to arrange this is to get in contact with the council members individually, and then they will tell YLA what they need help with. 

Ray Epps – Subdivision Approval

Mr. MacKay introduced the subdivision as the Fairview Meadows Subdivision and stated the Planning Commission has heard the project and approved the design. General discussion ensued regarding road rights-of-way and utilities. 

Mr. Cheney moved to approve the Fairview Meadows Subdivision. Mr. St. Jacques seconded the motion. The motion passed unanimously. 

REPORTS / ACTION ITEMS 

Buildings and Grounds Department Report 

Mr. Ulibarri appeared before the Council and introduced himself. He then went over the current state and condition of notable city properties and explained what projects he is currently working on. Mr. Ulibarri concluded his report by telling the Council a brief timeline of when he expects upcoming projects to be tackled and completed. 

Planning Commission Appointment Approvals 

Travis Chambers was presented to the City Council to be appointed as an alternate seat for the Fairview Planning Commission. 

Mr. MacKay motioned to appoint Travis Chambers as an alternate seat on the Fairview Planning Commission. Mr. Anderson Seconded the motion. The motion passed unanimously.

Public Hearing // FY 2023-2024 Budget Amendments  

Mayor Welch opened public hearing at 7:51pm. 

Mr. Nelson presented the amended 2023-2024 FY budget to the Council and explained the proposed changes. These included extra unexpected revenue, adjusting for grant income, etc. 

Hearing no public comments, Mayor Welch closed public hearing 7:58pm. 

Mr. Cheney moved to amend the FY 2023-2024 budget as presented. Mr. St. Jacques    seconded the motion. The motion passed unanimously.

Public Hearing // FY 2024-2025 Tentative Budget Approval  

Mayor Welch opened the public hearing at 8:00pm.

Mr. Nelson presented the 2024-2025 FY Tentative Budget to the City Council. General discussion ensued regarding depreciation figures, enterprise fund revenue, and grant income. No major changes were made to the presented budget. 

Hearing no public comments, Mayor Welch closed public hearing 8:10pm. 

Mr. Cheney moved to approve the tentative FY 2024-2025 budget as presented. Mr. St. Jacques seconded the motion. The motion passed unanimously. 

INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES

No ordinances or resolutions were presented to the City Council for approval at this meeting. 

MAYOR AND COUNCIL REPORTS 

The City Council updated each other and residents on upcoming activities and other general administrative items. 

APPROVAL OF VOUCHERS 

Mr. Anderson moved to approve the vouchers as presented. Mr. MacKay seconded the motion. The motion passed unanimously. 

ADJOURNMENT 

Mr. St. Jacques moved to adjourn. The motion passed unanimously. 

The meeting adjourned at 8:36 pm.
