City Council Minutes September 19, 2019

Minutes of Fairview City Council Meeting held on Thursday, September 19, 2019, at 85 South State Street, City of Fairview County of Sanpete, State of Utah.

Mayor Pro Tempore Cliff Wheeler called the meeting order 7:30 p.m. Councilman present were Casey Anderson, KaeLyn Sorensen, Bob St. Jacques, and Sean Rawlinson. City Employees present were Jeremy Wright, Garrett Sorensen, Logan Ludvigson, and Greg Sorensen. Citizens present were Mike MacKay, Treavor Atwood, Carri Oldroyd, Shauna Rawlinson, Lisa and Bruce Murdock, Jason Mardell, Matt Sorensen, and Shani Sorensen. Mayor Dave Taylor was excused for health reasons.

Mayor Pro Tempore Cliff Wheeler offered the invocation and led the Pledge of Allegiance.

APPROVAL OF MINUTES:

The minutes from August 22, 2019, was tabled until next month by Councilman Casey Anderson with the second by Councilman Sean Rawlinson. Motion carried.

Approval of Minutes

APPEARANCES:

Carri Oldroyd, Book Drive, Request for Donation for Local Foster Care Kids. Carri sells Usborne books. The Usborne company has a 50 percent grant matching program. She is raising money to buy books for local foster care children. The goal is to provide at least one book to each child in foster care in Sanpete County.  At this time, she has only raised $400. Councilwoman KaeLyn Sorensen moved to donate $200 to this cause. Councilman Casey Anderson seconded the motion. The voting was unanimous in favor of.

Bruce and Lisa Murdock – Request for Power on Property Located at 145 North 100 West. They have a cabin in Fairview canyon along with a piece of property in Fairview where they can bring their horses down when the weather gets bad. There is a shed on the property. The shed was on the property when they purchased the lot. They store their 4-wheelers, tractor, etc. in the shed. They are asking the City Council to allow them to have power to the property–  an exception. Mayor Pro Tempore Cliff Wheeler read the ordinance; it states that power can only be attached to a primary structure. The reason they would like to have power is that they would like to be able to turn on a light when they come down and change their clothes for when they go to church, for simple maintenance issues like pump up tires, charge batteries, charge weed eater, motion lights for security, run pump to direct the water, etc. Councilman Bob St. Jacques stated that they are good people and have keep this lot up, but because he works with their son-in-law, he believes there is a conflict of interest with him. Council Casey Anderson reached out to numerous cities where he found that they allow power to be connected to other buildings. Mayor Pro Tempore Cliff Wheeler stated that this is our ordinance and if we allow one then we will have to allow for all. Councilman Sean Rawlinson asked if the shed was attached to a permanent structure. It is bolted to a cement floor. Just talking about power now no culinary water. They stated they have booth Gooseberry water and Sanpitch water. There is a trailer parked by the shed now. The shed is on the northeast corner of the property. It was asked if they would like to go through the variance committee or have the Planning Commission readdress the ordinance.  Motion was made by Councilman Sean Rawlinson to have the Planning Commission readdress this specific issue and address the current ordinance. Councilwoman KaeLyn Sorensen seconded the motion. Voting for–  Cliff Wheeler, Casey Anderson, KaeLyn Sorensen, and Sean Rawlinson. Councilman Bob St. Jacques abstained from voting.

REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICERS:

Planning Commission.

Jeremy Wright, Lot Split Approval, 100 North 385 East. Jeremy is wanting to split the lot. He is working with Mary Hansen. Once split, he will purchase the lot. He met with the Planning Commission and met the necessary requirements. They recommend approval. Councilman Sean Rawlinson moved to approve the lot split on 100 North 385 East. Councilman Bob St. Jacques seconded the motion. The voting was unanimous in favor of.

Water Sewer Department Update. The sewer plant is working well. Working on changing water meters. Getting plant ready for Saturday’s open house. Still having problems with flushable wipes. Hoping to educate citizens when they come to the open house.

Power department. Not a lot to report. All Milburn meters have been changed out. They now take 45 minutes instead of 2 hours. Got quote back on a small bucket truck–  $109,000 to add power windows and locks another $1,200 dollars would need to be added. Like to go ahead and order. Turned on power for a citizen who has not had power to the meter for over 10 years. Need to update policy. The substation is ready for the open house.

COUNCIL REPORTS:

Mayor Pro Tempore Cliff Wheeler. Reminder of the open house for the sewer plant and new substation.  Lunch at park.

There was an irrigation water break on the line to the cemetery. The pump and filter have been moved from the Craven property to the cemetery so that it does not inconvenience the landowners.

Councilman Casey Anderson has done some follow up on the urban deer issue, he has some ideas.

Fairview City has an approximate margin of $34,946 from the power projects it participates in with UAMPS. We will need to use about $11,000 on the CFPP project, and the remaining balance will just be put into our savings account. He asked if the Council received his email on a quote, he received on a rate study. It is pretty in depth like to give the Council another month to digest it all. This is not just for power; they can evaluate water and sewer too. Discussion in October.

Councilman Bob St. Jacques wanted to express is deep sorrow of the lose of Roman Aaron who frequently attended City Council. A new replacement will need to be approved for the Planning Commission. Dave McFarland has not been attending and his spot will need to be filled.

Councilman Sean Rawlinson stated he had visited with Jason Vernon from the Department of Wildlife Resources. The State rule is that the City will have to pass an ordinance stating not to feed the deer before anymore discussion can be had with them.

APPROVAL OF VOUCHERS:

Councilman Bob St. Jacques moved to approve the vouchers from August 21, 2019, to

September 17, 2019. Councilman Sean Rawlinson seconded the motion. The voting was unanimous in favor of.

Councilman Sean Rawlinson adjourned meeting at 8:13 p.m. Councilwoman KaeLyn Sorensen seconded motion. Motion carried in favor of.

Note: Trevor Atwood asked why he was not on the agenda. He was inadvertently left off the agenda. He was explained that he would need to come back to next meeting and he would be on the agenda. It was also suggested that he meet with the Planning Commission. He is wanting to put in an eight-foot fence.
