City Council Meeting Minutes January 13, 2021

Minutes of Fairview City Special Council Meeting held on Wednesday, January 13, 2021, at 6:00 p.m. at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.

Council Members present Brad Welch, Cliff Wheeler, Mike MacKay, Casey Anderson, and Matt Sorensen. City Recorder Jan Anderson was present along with citizens Monica Hendry and Rhett Wilkinson from the Messenger via bridge call. Mayor Pro Tempore Cliff Wheeler called the meeting to order at 6:02 p.m.

The purpose of the special meeting was to accept resignation of Mayor David Taylor. Mayor Dave Taylor tendered his resignation on January 12, 2021 because of health issues. Mayor Pro Tempore accept the letter of resignation.

Review procedure of replacing Mayor Taylor. To appoint a replacement for mayor, a two-week notice must be given to the public stating that the vacancy exists and invite those interested to apply. The Council will hold a special meeting on February 11, 2021 at 7:00 p.m. to visit with those who have put their names in and select one to fill the remainder of the term left from Mayor Taylor which ends December 31, 2021. The closing date to accepts names is February 10, 2021 at 4:00 p.m.

Discussion on Mayor Compensation. Dave Taylor was the City Planner before he became Mayor. He gave that position up when he became Mayor. The prior pay for mayor was $500. Mayor Jeff Cox made the change from $500 to a $1,000 right before he left office. He did so with Council approval because Mayor Taylor would continue with the same responsibilities as he had when he was City Planner. Councilman Casey Anderson explained the reasoning behind the $1,000. The thought was the Mayor puts in more time than the Council per say. It was configured on 10 hours per week or 40 hours a month at $25 an hour. It was asked if the Council envisioned the same expectations with the new Mayor. Councilman Brad Welch said to keep it as it is for now and if needed change later. Mayor Pro-Tempore Wheeler stated it would be easier to do it now versus later. The need of hiring a city manager was discussed. If the Council could supervise the different departments, the need may not be as great. Councilman Mike MacKay asked about the responsibilities of the mayor position. In reading the power and duties book put out by the League of Cities and Towns the duties there is not a lot of responsibility. Consideration of pay may need to be lowered especially if a city manager is hired. The Council was in agreement to put out a notice for hiring a city manager. Would like to have the closing date on the notice February 10, 2021. The same as the mayor notice. The Council would like to have put on the February agenda the mayor compensation.   

Resolution No. 2021-01R, A Resolution Authorizing Mayor Pro Tempore to Act on Behalf of Fairview City. Councilman Brad Welch moved to approve Resolution No. 2021-01R. Councilman Mike MacKay seconded the motion. Voting was in favor–  Brad Welch, Casey Anderson, Mike MacKay, and Cliff Wheeler. At the time of the vote, Matt Sorensen had not yet arrived at the meeting.
