City Council Meeting Minutes November 19, 2020
Minutes of Fairview City Council Meeting held on Thursday, November 19, 2020, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah.
Mayor David Taylor called the meeting to order at 7:30 p.m. City Council members present were Mike MacKay, Cliff Wheeler, Brad Welch, Matt Sorensen, and Casey Anderson.
City employees present were Steve Gray and Jan Anderson. Citizens present were Milette MacKay Erma Lee Hansen, Rhett Wilkinson from the Messenger, Jon Haderlie from Larson and Company via telephone.
The Invocation and Pledge of Allegiance was offered by Councilman Cliff Wheeler.
APPROVAL OF MINUTES:
Councilman Cliff Wheeler moved to approve the minutes from October 15, 2020. Councilman Matt Sorensen seconded the motion. The voting was unanimous in favor of.
APPEARANCES:
Millette MacKay – Chocolate Festival Discussion. She approached the City Council asking what they thought about hosting the Chocolate Festival. Her concern is if the City wants to hold it, she needs to get working on getting vendors. As of now, she has 18 vendors scheduled.
They committed last year. Mayor David Taylor suggested postponing it for three or four months due to COVID. The City will reach out to Millette when the time is right to hold the event. It was also asked, if she would reach out to her vendors and get their opinion and then go from there.
REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICERS:
Larson & Company PC – Annual Audit Report for Fiscal Year Ending June 30, 2020.
Larson & Company, PC, Annual Audit Report for Fiscal Year Ending June 30, 2019. Jon Haderlie reported on the fiscal year ending June 30, 2020 audit. He went over the management letter, bond compliance, and financial report along with the findings. The City was found to be in good standings. The results from the Auditor’s test disclosed no instance of noncompliance that is required to be reported under government auditing standards. The general purposed financial statements are in conformity with accounting principles generally accepting in the United States. There were three findings which were deficit fund balance in the sewer fund; bond compliance; and budgetary compliance. Note: Audit reports are available at the office for review.
Police Department Update. Chief Steve Gray presented an update of last quarter activities for the Council. COVID put a damper on police department. Unable to focus on citations. Received a Justice Assistance Grant (JAG) for $4,500. Purchased body camera and a cage to put in the truck. A couple of part-time officers have been hired to help with DUI shifts.
Discussion on Passing an Ordinance Regarding Protest(s) at Residential Homes. Just outside the City limits, a planned protest was held at Lieutenant Spencer Cox’s home. Salt Lake City and Orem City just passed an ordinance. The Council received copies of these ordinances from Councilman Mike MacKay. This ordinance gives protection of privacy. Protestors must be 100 feet from the property line. After some discussion, the Council would like to have the ordinance drafted and given to the attorney for his recommendation. They were interested in the review from the City Attorney.
INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES:
2020-16R; A Resolution Authorizing the Steel Solar Project Transaction Schedules Under the Master Firm Power Supply Agreement with Utah Associated Municipal Power Systems, and Related Matters. It is a solar farm located north and west of Logan. It will come on-line the middle of 2022. This is another option in which to go green. Councilman Brad Welch moved to approve Resolution Number 2020-16R. Councilman Mike MacKay seconded the motion. The voting was unanimous in favor of.
MAYOR REPORTS:
Mayor David Taylor – General City Business Update. November 30th Santa is coming. He will have his wagon stationed in the City Hall parking lot. The kids will be able to drive through and visit with him from their cars. The City Council was asked to be come and participate.
Mayor Taylor and the City workers have started putting up Christmas lights. The light/music program begins at 5 p.m. tune in at 87.9 f.m., it will repeat every half hour. Every night is a different program. This will run through January 1st. It has been a few years since the City held the Christmas lighting contest. Councilman Cliff Wheeler will get with of a few citizens to held choose the winner. $50 first, $30 second, and $20 third, this will be given as a credit off their utility bill.
All the restroom fixtures in the City Hall and Dance Hall have been changed out to touchless. This is part of the COVID money. The pickle ball court was poured. This will come out of the RAP tax. The nets are purchased. It will be ready to operate in the Spring. Purchased new basketball and volleyball nets. Ready to apply for the conservation grant, it is 50/50 match. With is with the
Mayor Taylor signed a contract with CentraCom to put in tower just like the one at the sewer plant over at the cemetery. Will provide better internet service
In January, the eastside annexation will be present to the Council.

Councilman Brad Welch moved to approve the vouchers from October 15, 2020 to November 19, 2020. Councilman Matt Sorensen seconded the motion. The voting was unanimous in favor of.
