City Council Meeting Minutes, Jun 16, 2022

Minutes of Fairview City Council Meeting held on Thursday, June 16, 2022, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah. Mayor Brad Welch called the meeting to order at 7:30 p.m. Councilmember present were Matt Sorensen, Casey Anderson, Shirlene Rasmussen, and Mike MacKay. Councilman Jim Cheney was absent. Citizens present were Steve Clark from the Messenger, Shauna and Kirk Watts and Alisa Sorensen. City Employees present were Greg Sorensen, Steve Gray, Cameron Thompson, and Jan Anderson. 

The invocation and Pledge of Allegiance was offered by Councilman Matt Sorensen.

APPROVAL OF MINUTES:

Councilman Mike MacKay moved to approve the minutes from May 26, 2022, with the second by Councilman Matt Sorensen. The voting was unanimous in favor of.

PUBLIC HEARING:

Open Meeting for Public Comments on –

  1. Adopt Final General Operations Tax Rate of 0.000888%, Certified Revenue of $78,567. 
  2. Proposed Fairview City Operating and Capital Budgets for Fiscal Year Ending June 30, 2023, and Amending Fairview City Operating and Capital Budgets for Fiscal Year Ending June 30, 2022.

Mayor Brad Welch opened the meeting at 7:35 p.m. to receive input on the above noted items. There were no comments received. Public hearing closed at 7:38 p.m. and reconvened back into regular session.   

REPORTS/ACTION ITEMS – BOAREDS/COMMITTEES/STAFF/OFFICERS:

Pioneer Day Celebration Update. The wood behind the bucking chutes is in need of replacement.  Need to get a chairperson for the horse parade along with a name for the grand marshal. 

Water /Sewer Update. The remaining two easement are being signed and are within budget.  City Manager Cameron Thompson along with Councilman Jim Cheney went on a walk/hike up the canyon with City Employees Justin Jackson and Brandon Scott and found additional spring flowing solid. There is good opportunity for more water with these additional springs. Potential of three additional springs. 

ATV Ordinance Discussion. The ATV law is changing July 1, 2022. It references back to the City to have the ability to make their own law. It was asked that Mayor and Council review the State Statute, it is open for interpretation of what fits Fairview. Chief Gray will email to the Mayor and Council what other cities are doing. 

Schedule Work Meeting for Review of Power Rate. The July meeting scheduled for July 21st was moved to July 14th at 7:30. The 22nd is the night of the kid’s rodeo. The council agreed to have a work meeting on August 18th, at 7:00 p.m. before the regular scheduled council meeting.

City Manager Update. Cameron Thompson announced the replacement of Shandi Sorensen as the recreation director, Chelsey Leatham accepted the offer as the part-time director. There are two weeks of overlap. Background checks have not been done on city volunteers, i.e., coaches, will start doing background checks. The dirt work on the ball fields has started, seed has been purchased, once the dirt work is done, the sprinklers will need to be installed prior to seeding and applying mulch. The basketball hoop at the sports park has been replaced. Applying with Team Mobile to get funding for a pavilion at the sports park. Looking at changing cellphone carriers. Citizens who have homes or property on Andy Cox Lane, rejected the proposal of paving the road. There are two underground transformers left, first come first serve. Some of the surrounding cities are willing to put forward materials which they have on hand and replacement is then expected in return. 

INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES:

Resolution No. 2022-04R; A Resolution Approving and Adopting a Budget for Fiscal Year 2022/2023 and Amending Fiscal Year 2021/2022 Budget. Councilman Mike MacKay moved to approve Resolution No. 2022-04R, approving and adopting the budget for Fiscal Year 2022/2023 and amending fiscal year 2021/2022. Councilman Casey Anderson seconded the motion. The voting was unanimous in favor of. (See attached)

Resolution No. 2022-05R; Property Tax A Resolution Setting the Real and Personal Property Tax. The proposed property tax rate is 0.0088%, it did not change from last year. Councilman Matt Sorensen moved to adopt Resolution No. 2022-05R setting the real tax rate. Councilwoman Shirlene Rasmussen seconded the motion. The voting was unanimous in favor of.

MAYOR AND COUNCIL REPORTS:

Mayor Brad Welch – General City Business Update

Councilman Casey Anderson mentioned it would be good to put back into place the youth city council.

Councilwoman Shirlene Rasmussen thanked Chief Steve Gray for getting the crossing flags for the corner of State and 100 South. The tables have not been purchased yet. Unable to find them. The cemetery looked nice for Memorial Day.

APPROVAL OF VOUCHERS:

Councilwoman Shirlene Rasmussen moved to approve the vouchers from May 25, 2022, to June 15, 2022. The voting was unanimous in favor of.
