City Council Meeting Minutes, Jul 14, 2022

Minutes of Fairview City Council Meeting held on Thursday, July 14, 2022, at 85 South State Street, City of Fairview, County of Sanpete, State of Utah. Mayor Brad Welch called the meeting to order at 7:30 p.m. Councilmembers present were Matt Sorensen, Shirlene Rasmussen, Mike MacKay, Casey Anderson, and Jim Cheney. Employees present were Kacey Young, Steve Gray, Logan Ludvigson, Cameron Thompson, and Jan Anderson. Citizens present were Jason Mardell, Garth and Susan Anderson, Eddy Jean Coates, Shirly McCrone, Linda Cox, Ali Ludvigson, Erma Lee Hansen, and Nancy Hansen. 

The invocation and Pledge of Allegiance was offered by City Recorder Jan Anderson.

APPROVAL OF MINUTES:

Councilman Matt Sorensen moved to approve the minutes from work meeting of May 26, 2022, and June 16, 2022. Councilman Mike MacKay seconded the motion. The voting was unanimous in favor of.  

APPEARANCES:

Eddie Jean Coates, Cemetery Discussion.  Eddy Jean stated that items have disappeared from her husband’s grave. Councilman Casey Anderson stated that they had been picked up when the graves were cleaned off from Memorial Day. He will get them return it to her. After her husband Curtis passed away, she had gone over to the cemetery and planted grass seed on his grave because she thought that was her responsibility. She replanted the seed a few times, the first time, the seed had been run over by a 4-wheeler, then she reseeded and put down woodchips and then the lawnmower went over it, it left a dent in the corner of the grave. She then put stakes in the ground so the lawnmower would not run over the grave. She asked if she could place a hook on the grave. It was suggested to drill a hole in the cement border along with the headstone that way the hook will stay. Conversation then turned to the frustration with the cemetery. Mayor Brad Welch explained the sewer reuse project. Hoping that once the project is done, then the cemetery will have the needed water to help keep the grass green. The hope is with the project that a whole new sprinkling system will be put in. Mayor Welch also mentioned that at this year’s derby, each driver will receive a “Curtis” sticker and the firework show will be dedicated to him. The City is very appreciated for all that Curtis has done for the City. He has helped with the fireworks and derby for many years. He was always willing to help anyone who was needing help. 

REPORTS/ACTION ITEMS – BOARDS/COMMITTEES/STAFF/OFFICER

Police Department

Officer Logan Ludvigson finished post the end of June and sworn in meeting. Fairview has two full-time officers. Mayor Welch along with Chief Steve Gray, and City Manager Cameron Thompson attended Logan’s graduation ceremonies. Chief Gray presented Logan with his badge. Logan is in field training with Chief Gray. He is doing a good job and has shown great leadership skills. 

Pioneer Day Celebration Update. The softball, volleyball tournaments start the celebration off on Saturday, need concession volunteers. The artisan market is new this year, so far there are 30 vendors, there are 25 derby tickets left, need more ATV participants, they usually sign up at the event. Other than that, all events are ready to go. 

City Manager Update. The revised annexation drawings were sent from Ludlow to Sanpete County for review and approval the end of May. The Keller Arena is beginning to have structural issues in a few places. Some of the pipes are starting to rust through. Boards are a known issue. The entire arena complex needs to be reviewed and studied so there’s a plan in place to address the concessions/tickets/bathrooms in addition to the arena. Reviewing state guidelines for Facebook and other social media record keeping. Applying for a grant through the Utah Department of cultural & community Engagement, if awarded, the grant will go towards the celebration. Mayor Welch applied for a grant with the Foundation for Rural Service that provides technology-oriented grants up to $5,000. If award it will help with utilizing the City GIS/GPS system to get new laptops for city utility and cemetery mapping. Working on grant for fitness equipment and programs for first responders and sent in grant with T-Mobile for a pavilion at the sports park the end of June. Visited with Josh from Utah Local Government’s Trust on motorized use at the sports park, he came back with some valuable information. The sports park needs more grass or a grass alternative to help keep the weeks down and give it a more finished look. The ballfield is progressing. Topsoil has been moved in and leveled. The sprinklers need to be installed prior to seeding. The public works department could use some new or new-to-the city equipment. The vac truck’s transmission went out. The repair cost is estimated to be about $8,000. The two 10-wheeler dump truck/plow trucks are both needing major repairs. The sludge truck is undersized. Looking into that. The easements are getting closer to being signed; once signed, the loan with CIB can be closed.

INTRODUCTION AND ADOPTION OF RESOLUTIONS AND ORDINANCES:

Resolution No. 2022-6R; A resolution Authorizing the Steel Solar 1A Project Amended and Restated Transaction Schedule Under the Master Firm Power Supply Agreement with Utah Associated Municipal Power Systems; and Related Matters. Councilman Casey Anderson reviewed the resolution with the Council. This project was started a few years back. He asked if the Council want to stay with the project. The cost has increased with the economics and culture of times of This resolution changes Fairview’s portion of the cost. It is a 12% increase. Councilman Casey Anderson moved to approve Resolution No. 2022-6R. Councilman Matt Sorensen seconded the motion. The voting was unanimous in favor of.

 MAYOR AND CITY COUNCIL REPORTS:

Mayor Brad Welch – General City Business.  He mentioned that there is a raffle fund raiser for Sanpete Kindness. The lucky winner will drive in derby heat with the Mayor, Chief Gray and Sherriff Buchanan.

APPROVAL OF VOUCHERS:

Councilman Casey Anderson asked how often is the vac truck used? It is used more than one would think, it is used on water breaks, leaky water meters, and sewer issues when they arise. Councilman Casey Anderson moved to approve the vouchers from June 16, 2022, to July 13, 2022. Councilwoman Shirlene Rasmussen seconded the motion. The voting was unanimous in favor of.
